Every market measures availability differently. The UK wants 99% under PCPR, the US wants 97% under NEVI, the EU wants AFIR data at a National Access Point, and Australia has NEVS. Each has its own exclusions, its own reporting period, and its own definition of what counts as down. Compute it in a spreadsheet and you will get a number you cannot defend — and public funding often depends on that number.

A PCPR quarter that holds up
A UK operator must show 99% availability. The engine computes it under the PCPR definition, applies the permitted exclusions, and produces a figure per charger — so the two units dragging the number down are fixed before the quarter closes rather than explained after it.
AFIR data at the National Access Point
A national access point requires DATEX II. The export is produced from the same location and status data the drivers already see in the app, so the public feed and the operator's own map never disagree.
A funding audit answered from records
A NEVI-funded site is audited. Uptime under the NEVI formula, the contactless status of each charger, and the helpline log are already recorded for the period — the audit is a download rather than a reconstruction.
Simulated Case Study

Operator lifts audited uptime from 96.4% to 99.1% by measuring it the way the regulator does

A network of 260 chargers reported an internal availability figure of about 98% and was surprised by an audited 96.4%. The difference was in the exclusions and in how partial outages were counted. Once uptime was computed under the regulator's own formula, per charger, the same eleven units turned out to account for most of the shortfall. Fixing them lifted audited uptime to 99.1% within two quarters, and the quarterly report stopped being built by hand.
